ok, well i know the game i want to swap stuff has different languages but what i wanted to know, would there be anyway to swap the language from one game to another,
say swap english text into the japanese and still have the japanese region coding??

Yes, they did it in pokemon (when the japanese AP was bypassed but the english wasn't).

There was a project that did something similar to what I think you're goal is.

You want the special weapons that were in the Japanese version right?
The thing is the items are essentially overwritten. for example the Pipe Bazooka in the (J) version becomes something else in the (U) version and even taking a save from the (J) version and playing it on the (U) version swaps the info too.
Because the items are essentially the same, someone wrote a patch that swaps the graphics on the two sets.

If you want to play online, I think this would be your best option since the Wireless AP in PS0 is... bothersome.
It's pretty certain that the Wireless AP will separate users if flashcards are detected, but I believe that it will also group people by level/class and most likely region too.
