When I was very little, and the, I speak about, 12-15years ago.
I remember playing on a PC at my aunt.
This PC didn't had windows, but I don't know what other OS it had.

But there was some commandline I think, because you had to give a command to get in some kind of menu/OSlikething.
This was just a screen with some icons and their title's (again, I think so, don't remember very well.)

And there was 1 game. It was a platformer, but I can't remember the name.
What I remember:
Blond(yellow) haired character.
Red body(clothing, whatever).
When you started the game, I think that you saw a forest and some castle's.
I kinda remember a red border for some reason, maybe around that "world map?"
When you died, you died the same as in Super Mario Bros, so that the character looks at you and falls down the level.
In on of the first levels (or maybe the first), there was water, with a shark in it. And a platform to get you over that water.

What game am I looking for?
 
Maybe it was the Great Giana Sisters? They made a pretty good port of it for DS (despite nintendo trying to sue them way back in the day because of the similiarities to SMB).

Nope, it didn't look like SMB that much

Was it Windows 3.11? You had to start them from DOS.

Anyway, was the game Duke Nukem? The first one. 2D, side-scrolling platformer. Blond hair, red shirt.

Yea I know, but this was much older then windows 3.1 think..

And it wasn't Duke Nukem, just tried it, did bring some memories back, so I guess I also played that one years ago, but it's not the one I'm looking for..
