I know the retroarch GBA emulator supports .cht files but I'm not sure about romhacks.

    Question is, how's the frame-rate?

on the O3DS. Piss Poor. O3DS users are to best patch cheats into a rom and use the VC. for N3DS i belive both have a relative decent framerate.

Create a folder named whatever and put that in the 3ds folder and put the .3dsx in the folder you made. (If you have cfw download the .cia builds and not use the .3dsx)

Hacked roms are like normal roms, you should be able to play them on any emulator.
HOWEVER, I have noticed the framerate is MUCH slower with hacked roms.

I'd like to actually know the specs of your 3ds, seeing as most of these are guesses. Mainly what kind of 3ds are you using and it's firmware?

In that case, install the cia of gpsp from homebr3w. It's also probably not working because you dont have a gba bios. And most other people are right, i would consider embedding the codes in a rom and injecting them into vc.
