3. What do you mean by "play locally between EU and US consoles?" You can buy an EU console and a US console and try that.

If you don't know Nintendo has a region lock on their consoles which prevents from consoles to play out of region games and play with other consoles from different regions.

If I recall, this works on some games, but not on others. There was a list somewhere at one point, but I don't recall where it is.
