Hacking Limiting USB Read Speed

I'm curious if it's possible to limit the speed of a game being read from USB to 6x or 3x rather than as fast as it possibly can.

It's mainly for speedrunning to try and keep load times accurate without risking my disks.

6x and 3x speeds are only for the Disc drive... USB speed limiting won't hurt your harddrive in any way. (And I don't think there's is such a thing, unless you uninstall IOS58, which enables USB 2.0, that would give you the old USB 1.1 speeds, dramatically slowing down your loadtimes to a crawl, and is NOT recommended.)

use a cIOS with base 57 or 58 which are slower than base 56.
It's only the data transfer/request speed, not the drive spinning speed which never change.
