Hacking Legit Store?

Hello,
I bought an O3DS from ebay, but sadly it has the Firmware 10.5.
I thought that it is only possible to downgrade via a hardmod and you need a NAND-Backup.
But now i found this store which is offering a downgrade without the need of a backup(still hardmod):

Its in german, since i live in Germany, but its basically saying that they are able to downgrade any 3Ds without an backup, no matter what firmware it runs.
Do you think this is legit?

Not sure if that place offers downgrades or hard mod installs but get a hard mod install not a downgrade service this way you can restore from bricks without having to pay again.

They are offering just an downgrade, the full hardmod costs extra 20 euros.
But i have a friend who is quite good ad soldering so if i dont need an 9.2 backup, i am going to ask him.

Before agreeing make sure he can replace your 3DS if he messes up if he doesn't agree get a pro to do the install.

I would guess they are legit as there are several people on the forums offering the same type of services, none in germany though: http://gbatemp.net/threads/list-of-hardmod-installers-by-region.414224/
It doesn't mention it, but at least a few of these people offer either of downgrade only, hardmod only, or hardmod+downgrade.

i dont have to pay him to do it, so he wont agree.
but he once soldered a new usb micro Usb port onto my wacom intouss mainboard.
and I assume the hardmod isnt much more difficult?
