Hacking Launching ROMs From SD Card?

When the 3DS has becomes fully hacked, would it be theoretically possible to run ROMs directly off of the SD card? Or are there hardware-based restrictions that will only let the system load games from the cartridge slot?

Does any have any insight into this?

Official eShop versions of retail games are run from SD already.
