Hardware Joycons stuck at certain percentage?

I’ve been traveling for a day or two and finally got the time to unpack everything, however when checking up on my switch it would seem the controllers had drain, but you know no big deal. So I connect them to the console and boom, nothing happens. I see one frame of the charging icon and then nothing, should I be worried?

Checked joycon toolkit it says it’s 31%

Mine also seem to kinda never fully charge as I don't play for a long time, when I connect my Switch to AC, the switch is at 100% battery, but the joycons seem to be slightly below 100%, HOWEVER, I never used the Joy-cons wirelessly so I never did a cycle on them so that they can report the battery good, but I just use them attached to the console all the time and don't care for their battery...
 
What didn't know it had to be on charger to charge the Joy-Cons?

While on dock it also charge them if you have them attached (I think as I never tried the dock)... Since I only use portable and always have my joy-con attached, I connect the charger USB-C tip on my Switch to charge it + the joy-cons, they charge at same time...
