Hacking Japanese New 3DS XL flashable?

Hey,
Im new in this forum and I want to ask if it is possible to install a cfw to a factory-new japanese New 3ds Xl.
Before I will buy it, I need to know if its based firmware version beyond 9.2.
The only reason I want to flash it is because I want to play USA/PAL Games too.
Additionally I want to ask if the cubic ninja gamecard needs to be from USA or does it also work with the japanese vesion.

That said, the highest seen factory-sealed thus far is 10.3, which can't run CFW directly but is downgrade-able.

You can region-swap 3DS', but note that you'll basically exclude yourself from eShop and anything else NNID-Related.
(If you want to play it safe, you can region swap once you get to an EmuNAND, so you have basically no risk)

Cubic Ninja, if you opt to use it, would have to match whatever region it's on, but note that BrowserHax is a valid entrypoint that doesn't need CN nowadays.

Its easier to buy a Euro console and downgrade, save yourself the hassle.

Is it possible to downgrade every New 3ds to 9.2 ?
That means you can install a CFW on any 3DS ?
Well the japanese 3ds is cheaper than the one I get in Germany

Well, we're up to 10.6 latest firmware now.
Just that the newest ones released (FE: Fates) ship with 10.3, so any sealed one will probably work.

I haven't seen a n3ds over 10.3 that's new in box. You can downgrade and region swap to usa. I do it all the time with blue and white models that are unavailable in the states

O3DS, it's potentially doable but requires some fiddling.
N3DS, unless you read deeply, have access to and knowledge of a proxy like Charles, have another 3DS actually of that region and can replace a code.bin with appropriate NTR commands, probably not happening.

As long as the game you are playing is the same as the region your system is on.

Or you patch the games region free.
