ROM Hack Ist it Possible to Link A .romfs File (Next Super Mario Bros 2 Halloween) to the Homescreen ?

I know i can install CIA's to the Homescreen but is it Possible to convert this File or smth like that ?
(I have a new 3DS XL with Luma CFW and Arm9Loaderhax without OTP)

On that iso site is a .cia that has a different title id.
You can also replace the original mario bros romfs with that one and repack it as a cia.

Look up "that iso site"
That is the only 3ds rom site you should use. (other then that chaos site) Any others are shit.
