I'm trying to tell a friend that no 3ds emulators exist, but she doesn't believe me.

Easiest way to find out:
Download it and try it out.
It's probably malware of some sort though so I'd advise against it.
Either way it certainly isn't real, though the website looks convincing enough. If it was real you would be hearing about it all over the forum.

Please use the search feature next time. There is no such thing as a 3DS emulator.
