You can recover from most 3ds brick with ntrboot unless you got a mcu brick then it is a paperweight.

Both b9s and ntrboot (requires a cheap r4 and a magnet) can basically help you recover from about anything that isn't physical damage to the device.
Assuming you kept your backups like the guide tells you to, that is.

You don't even need backups tbh, you can rebuild a completely empty ctrnand to a functional state with just donor ctrnand and hwcal files. Every other console-unique file can be manually recreated to spec and it's enough to make the 3ds boot and play games again (though maybe you can use donor ones too, but I haven't tried.)

You wouldn't be able to play online without a valid signed localfriendcodeseed, and you could never boot without cfw because some required files will be unsigned, but it will work. Twlnand files can be copy/pasted as-is from another 3ds too. The 3ds is pretty resilient software-wise and way less complicated to recover than the switch has been
