Well we have full control over the PSP side, but we have only just learned a basic method for PS Vita Backup installing. (Apparently, you still need to insert your Game Card every time you want to boot your game.)

PSP, yes. Vita piracy of any kind, no. There is some way of installing games from a game card IIRC, but you need to have the card in the Vita to play them.
