ROM Hack Is it possible to decrypt roms without 3DS console?

I have some roms with .3ds format, but it couldn't be load by Citra, I think they need to be decrypted.
But I found some tools that able to decrypt, e.g. 3DSLazy and Decrypt9WIP, all need 3DS console.
Is it possible to decrypt roms without 3DS console?
How to?
Did I miss understand "decrypt"?

Nope, not possible until we dump the bootrom of the 3ds.
So, for now, the 3ds is still needed.

If the rom I want to decrypt had been translated, is it possible to decrypt without 3DS console (ncchinfo.bin)?

Depends on if the rom that was translated is already decrypted. If it is encrypted, it requires a 3ds to decrypt.

If the rom that was translated is already decrypted, then I don't need to decrypt it again to make the rom playable on Citra, right?

I just want to play a translated rom on Citra, but it is really hard to me.
Most roms I downloaded is encrypted... and don't know how to decrypt without 3DS console...
