Homebrew Is it illegal to upload decompressed romfs and exefs files?

If not, can someone send me decompressed Smash files? I know they are pretty large but if someone could do it that would be nice.

Why is it though?

A full RomFS doesn't contain everything needed to run a rom, it still needs the ExeFS code, right?

Just post a patch file made with some patcher like XDELTA.

What's important is the data inside the patch.

If the patch contains YOUR OWN WORK (translation, mainly), then it's fine.
If the patch contains a game's data, then it's illegal.

Sharing a ROM in a xdelta form is as illegal as sharing it in .3DS or zip or rar, or whatever format you like to compress/encrypt it.
Providing a patch to convert a ROM to another ROM means the patch contains the game itself.
