Hacking is hs.app unique to every 3DS?

i extracted health and safety using decrypt9, and i was wondering if this is unique for every 3DS?

is it different for o3DS and n3DS? does it also vary for each region?

i injected FBI to H&S, i was wondering if i could use it to just use it on other units.

Pretty sure it's region and version related. To be sure I'd rather dump each system's hs individually and make their own hs instead of accidentally ending up in injecting something incompatible.
