I've been looking through the Homebrew Browser v0.3.9e, and the apps I have downloaded via HBB have been outdated and I've had to manually update.

Examples:

WiiXplorer r249
-manually at r259

InspectMii v1.1
-manually at v1.2

WiiMC v1.3.2
-manually at v1.3.4

SysCheck HDE v2.1.0
-manually at 2.3.0

These are just the ones that I've noticed/use. There could be many others, I'm not sure.
Are the apps in the Homebrew browser being updated?

I've checked at www.codemii.com home to HBB and the last update is listed as August 28, 2013.

Is HBB dying or dead?

Unfortunately, the Homebrew Browser crashes on me a lot, but I got all of the apps you can download there after figuring out how it downloads the homebrew apps, and creating a little script. There's about 579 homebrew apps you can download there BTW.
