Anyone with the time and skill can do it. Whether or not it's great or not depends on the complexity of the programmer, I would think, relative to how much "power" could actually be emulated with what's available to work with. A twenty-year or thirty-year does not automatically make the chances of perfect emulation any higher. Likeliness from experience perhaps, but again, age does not beget experience.

Hell, you know that www.virtualnes.com was started by a 15 year old Jamie Sanders?

I'm not doubting that, if it's true, yeah, the kid is smart.
But somebody else would've been able to do it already.
 
maybe the 14 year old programmer was born on a leap year
(tht would make him around 56)... is programming such things tht easy? i really have learn fast lol and by the way what programs are used in manufacturing games or emulators?

it can be plausible but totally impractical
