Can i emulate the iphone with a existing emulator if so is it a decent emulator.

There exists a few solutions, although they may not be what you're looking for.

For instance, there's this to view (approximately) how webpages you develop would look on an iPhone.

Problem is that you'd need a multi-touch screen to play it properly due to the way the controls work.
An iPhone emu is unlikely to ever happen.

No you wouldn't, the mouse works fine to emulate touch.

Also breaking news: Apple already made an emulator that comes with the iPhone SDK. It has already happened.

Its a simulator, not an actual emulator.

Such simulator do exist, but those are for Mac-only.

And it only works if you have the associated Xcode project files for the binary.
