Hacking Install cia in emunand rxtools

I just used tinyformat to format my emunand, but now fbi is no longer in the emunand (obviously). Now that they're unlinked, how can i install fbi back to emunand? I cant boot pasta from rxtools, and when i run fbi, it cant install unregistered cias. I can't inject into the health and safety app due to being on N3ds.

You can inject FBI/BBM into the Health and Safety app through Decrypt9.
