Hacking Install a clean CIA. to sysNAND

I have DevMenu.3ds and when I go into sysNAND (GW Mode) and select the DevMenu.3ds, it launches fine but I am unable to install any .CIA as it says 'Invalid CIA'. Would any of you guys know any reasons for this?

Try another installer?
Like FBI, a nice homebrew cia insatller
or BigBlueMenu?
