ROM Hack Inazuma Eleven 3 Hard mode?

Hi! I really want to create a hard mode for inazuma eleven 3 team ogre attacks. I‘m thinking of giving the enemies higher levels and better skills. Other cool stuff would be unlimited Tp for the enemies and maybe making the matches longer like in Chrono stones. But I dont have any experience with editing games, so I wanna ask if thats possible and how can I edit games like that?
