I want a program that boots up quickly. I have Photoshop now, but that takes around 10 secs to boot, and thats quite annoying.

Also it should be able to add Watermarks quickly.

Image sizing should go very fast too.

So the main thing is that it should boot up fast, must be free to use the full version and it must be in 1 program.
 
Pre X versions of Paint Shop Pro are very fast and can do what you want.

For image resizing only, use IrfanView with the Lanczos resizing option.
 
If I'm not wrong, GIMP loads up pretty fast. For image resizing, use VSO image resizer. Just right-click the image, select "VSO Image Resizer" and resize the sucker.

Both programs are free
 
For anything in depth I use The Gimp (video is my thing but what image tweaking I do this works great for) and for simple stuff (resize, quick contrast adjust...) I use irfanview (I am pretty sure watermarks can be done quickly too although it is not something I do).
