ROM Hack I need help with FBI (noob)

Hello,
I have recently changed my sd card from 4gb to 16gb and installed rxtools on it.
Everything went fine i updated my emunand to latest version and i installed FBI.
But when i want to install ANY .cia it says:

" Install Failed!
Could not install app.
Raw Error: 0xc8a0802b.
Module: AM (0x20)
Level: Status (0x19)
Summary: Invalid state (0x5)
Description: Database does not exist (0x2b)

I even looked at my "Nintendo 3DS" folder in the dbs file but there were the title.db and import.db already.
I have no idea what to do now so if you could help me i would appreciate and my 3ds is o3ds.

Best thing I can think of is to delete the files, make blank ones, and have the system remake them, just like when you first installed.

Oops i just opened the eshop and then installed a cia then it worked.
But thanks anyways
