It i not clear why you would want to do this. As noted, you will not be able to access the EU eShop. If you just want to run EU-region games on your 3DS, then you do not need to change your firmware region to do that.

to change your N3DSXL Region to EUR you should follow this guide to change your N3DSXL Region but you need CFW to do this you need to follow the instructions here and then use any of the methods depending on your 3DS version also ntrboot works on every 3DS version

also eShop will not work after you did the region change even if you change the contry to UK in the system settings the only way to get games after that you need to download legit CIAs just search on Google and you'll see every site to download CIAs. *snip*
