Your firmware is too old to use Soundhax AFAIK and it's definitely too old to use browserhax. Updating with a cartridge won't update your sound app or browser so that is out of the question as well.
I think the easiest method for you would be to install ntrboot on a compatible DS flashcart (r4ids.cn R4i Gold, AceKard 2i and a few others)
You might be able to use a game based exploit by updating to 9.0+ (but not higher than 11.2 or so) with a cart, but that requires you to buy or borrow a game with a firmware update in that range included if you don't already have one (and you probably don't otherwise you would have updated already), and you also need an exploitable game, and a compatible DS flashcart is only around $20, can be used to hack any current or future 3DS, and can also be used to play the huge library of great DS games as well. It's also the easiest way of getting CFW (can be done in literally 2 min once the files on SD are set up and you can get a premade pack with all the needed files)

Okay this 3DS has a9lh. It is already unlocked.
Here is a guide for updating. You probably do not have an emunand, if you do, the size of the SD card will be smaller by 1GB.

After the update, yes, some of them can be deleted like the cias folder, the a9lh folder, the bin and dat files, and files9 folder.
