I'm pretty sure you can't convert anything to .3dsx. You can port games though.

What you posted is a .jar file, which means it's a Java based program. As far as I know (and I may be wrong), there is no JVM or libraries in general to support Java, so it can't be compiled to run on the 3ds. You would have to port the code over to C/C++, or Lua as it's generally closer to Java in terms of complexity.
