You don't need the formater. Just use the windows one.

There are no nonsdhc microsd cards but there are SD and miniSD cards around. I bought two on ebay for $12 each but I've seen them by doing a google search. to format a 4gb card to fat16 you have to use command line in XP or Windows ME.

None of the GBA slot carts support SDHC in a meaningful way.
Those noncompliant 4 gig carts are somewhat rare as well and most you see will be SDHC.
