So, I saw one instruction say to put the otherapp.bin in the root and another instruction to put it in the hbllauncher and rename it to the most recent firmware version like 11.4.0.37U

Make sure you have boot.firm on whatever SD card you put in your modded console.

Are you connected to the net? Try a mobile phone hotspot instead of whichever connection you're currently using.

That 3ds file game that I have on my computer, do I put it in somewhere before transferring? or after? and how do I use hans for the translation patch?

You can't do anything with .3ds for format for now - when you're finished you can convert it to cia format and install it on your console. But for now set it aside and just concentrate on doing EXACTLY what the guide says.

Save that for later. Converting .3ds to .cia is easy with Decrypt9 (GodMode9 as well I believe), but it may very well be quicker to just download the game with FreeShop, as conversion does take a while.

You must have missed the part in "What you need" near the top where it says:
The 11.4.0 .firm corresponding to the target 3DS

2.54-0_11.4_OLD.firm
2.54-0_11.4_NEW.firm

FreeShop lets you download out of region games (assuming the game is not retail only of course)
And you can apply translation patches by other means, such as using Luma's built in romfs/code.bin redirection.
