So I was just watching tv and it was really dark and then all the sudden the tv shut off. Then it showed that weird screen with a bunch of color bars displayed on it.

I muted the tv at that point in case a really loud noise came on. Then all of the sudden, it flashed to the emergency alert system.... but in a different language! at that point I turned the tv off becuase I was really spooked for some reason. Has this ever happened to you? Should I have put this in the EoF?
