It's probably the ROP he has to port for each firmware revision and also stabilize(?) the 5.4/5.5 webkit exploit. That in of itself doesn't take -too- long, but he wants to add obfuscation to the mix to stop Nintendo from patching it quickly, which means he not only has to make it compatible for each of the major versions (or all versions if he is so inclined) but also to go and add an obfuscation layer to each one, which I take it he still hasn't worked out exactly how he wants to obfuscate (at time of previous postings).
