Hacking HTML Wad injects

When I try to make one, there is no en folder. Not in the USA version, not in the Europe one. It only loads the Wii Manual and rarely it black screens. Could it be the WAD? I put the startup.html file in every folder but nothing.

Same problem here, no en folder. and making one doesnt change anything
