Run the server software and put the "Online" thingie in the server.properties file on false.
This is in my server.properties file.

CODE#Minecraft server properties
#Wed Aug 03 17:05:33 EDT 2011
verify-names=true
admin-slot=false
port=25565
public=true
server-name=Minecraft Server
max-players=16
max-connections=3
motd=Welcome to my Minecraft Server\!
grow-trees=false

I guess it changed, this is a server.properties I once used to have:
Code:
#Minecraft server properties
#Tue Jun 07 17:54:58 CEST 2011
level-name=world
allow-nether=true
view-distance=10
spawn-monsters=false
online-mode=true
spawn-animals=true
max-players=20
server-ip=
pvp=true
level-seed=
server-port=25565
allow-flight=true
white-list=false
spawn-protection=16
There I hade to put online-mode on false.
Try manually putting it in, or maybe just putting "verify-names" on false.

It doesn't work.

...That is for Minecraft Classic, not Minecraft Beta. You need to first download the MC Beta server, instead...
