ROM Hack how to remove certain characters from the css on Smash3DS?

I was wondering how to remove some characters so the roster is smaller plus some stages. I know theres a way because making a character a paid dlc slot disappears on the css, which is how i was able to create a smaller roster on wii u. But the 3ds one is different so im trying to figure out how to do that one and load the changes.

    If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction
