How to Open .gar Files?

I was trying to mod luigi's mansion 3ds (the remake) and I unpacked the files but I can't find a program to open the .gar files. I thought I found something to open them, but it didn't work because apparently it only works for OOT3D? I just want to know if there's any program I can use to open the gar files. Thank you!
