How to make a good Vita theme

I'll get my hand into custom themes with Last Year with the 3DS, Now this year, I'm gonna to get my hands into Vita Themes Creating & I'm working on a Chrono Trigger themes & the color palette had to be filled with 256 colors.

Please Help me to make a high quality Vita themes.

You welcome but right now I'm using Vita Theme Tool, is there another way to make High Quality Vita Themes?
