I recently found some themes I created years ago when I was back on RxTools and I want to know how to install them on Luma 8.1.

create a folder on your root called "themes" w/o quotes and inside you put your themes in there own separate folders those folders should consist of the 2 files that make up your theme

    root>themes>theme name here>the 2 files

simply load themely locate and select your custom theme (depending on what program you used to create the theme(/music) you may need to reboot your 3ds to see/hear effects
