2. Copy that CIA to your SD.
3. Turn on your 3DS
4. Open FBI
5. Select SD
   
6. Select the CIA
7. Install
8. Go to FBi->Titles and select it.
9. Profit

microsd management hasn't had any patches to make it faster or anything. All versions are practically the sam.

Got "MicroSDManagement to fix compatibility for Pasta EUR" from That iso site, extracted it with "HomeMenuEdition", change every "MicroSD" to just "SD", and "new Nintendo 3ds" to "Nintendo 3ds" in the "message_EU_LZ.MSBT" file edited the two icons (banner lower icon) with the SD card logo in Software Management o3DS, and change every "MicroSD" to just "SD" in the icon file (all languages), build a new cia, and that's it. That was almost 2 years ago.

No it won't it only has EUR english language on it, the USA version, can by found on that iso site, You have to edit it yourself

Transfer speeds aren't dependent on internet speed, but rather the router itself. You don't even need internet to transfer files over your own network.
