Since many people are having problems with this I'll clarify how I was able to downgrade my 11.2E o3DSXL.

1: Download the compiled safehax zip file provided by @zoogie and extract it to your /3ds/ folder.

2: Download Decrypt9

3: Extract the Decrypt9WIP.bin file to the root of your 3DS's SD Card and rename it to arm9.bin

4: Boot HBL through any entrypoint you see convenient (safehax would crash with soundhax, I used OoTHAX) and keep trying, safehax most likely won't boot Decrypt9 on its first run.

5: After that just continue from 3ds.guide

P.S: Once you get to the part of installing arm9loaderhax and booting Decrypt9, on 3ds.guide it says to go to ''SysNAND Backup/Restore'' and select SysNAND restore to restore your NANDmin.bin, such option is not correct, what you WANNA select is ''SysNAND Restore (keep a9lh).

Huge huge thanks to @zoogie and Ned Williamson.

If I made a mistake somewhere, please correct me :)
Also keep in mind that the code you're about to execute (fasthax + safehax) is entirely in alpha, hearts may break.
Be careful.

so when you download decrypt9, you extract it since its a .zip file and take the decrypt9wip.bin and put it on the root of the sd card and rename it to arm9.bin?

ok i got it to go into decrypt9 and now im putting the ctr files onto my sd card but i cant find the /files9/ folder on my sd card, help!

Well, I used safehax with soundhax and slowhax on a eur o3ds 11.0.0.33, and that (with a gamecard inserted, did that without knowing that it helpt prevent freezes) worked Just fine. What is the big change in slowhax VS fasthax wich would make safehax and fasthax incompatable?

I installed Luma and Arm9, and now it says to update device. Everytime i power on the system, it say "failed to mount CTRNAND" any solution?

...safehax would crash with soundhax, I used OoTHAX...
Inserting any cart on Slot1 will make Safehax launch Decrypt9 instead of stucking in the black screen. It helped me since I didn't had any other valid entrypoint on the japanese o3DS 11.0 and 11.1 that I've messed with yesterday (since I didn't know if steel sub was available in jpn eShop I didn't wanted to update the consoles).

Yay, I managed to downgrade and set up a9lh+Luma.
Is it save to change the SD Cart and just copy over the data from one to another?
