So I'm clear, how would I update sysnand if I have a9lh (which I do). Would I just go to the normal 3ds system settings to do it?

Well...that actually worked. Turns out the version of bootntr I downloaded originally wasn't the one for 11.0.0. I...have wasted peoples time for no real reason. Today was a bad day. Thank you to everyone for your help though. You're lot more helpful than some other places.
