If you want to edit English texts, you can use Notepad (or a hex editor).
If you want to edit let's say Japanese texts you'll have to make a tool to do that.
Also, you have to unpack the rom first.

Well, if you do the Google enough, you can find thenewpoketext, which converts the narc text files into xml ones (which is easily opened via Notepad). Then, you can edit them, save them, and use PokeText to replace the narc files with the edited one. I think there's a short tutorial on here somewhere. I have it in my favorites on my other computer, so I can give you a link eventually.
