Title says it all, how do you make a wii save region free?

Wii saves have a ID that shows what game they go with. Different region games use a different ID, and the saves are not even guaranteed to be identical.

now, what if i used regionfrii to convert the game? for instance... mario kart wii PAL is RMCP... if i use regionfrii, would that turn the game id to the NTSC one which is RMCE?

That depends on if the game's save file "layout" is the same. If not, there's little that can be done.
