cool and btw i was searching for ways to hack them but all i got was this stupid video from youtube and this random thing from cyclo ds forums and it says is it possible to hack nds roms and wow lol i just noticed i made a typo insulting megawalk lol sorry i did not mean that.

Start on smaller consoles and work your way up after you the basics. Here is a guide to NES hacking in general called "The Art of ROM Hacking" It's a little outdated but a great starters guide!

I consider myself a commission-able graphic designer, I can do stuff thats worth paying for.
I'm not asking for money, but if I were interested in graphic editing (specifically NDS, since that seems to be the hot ticket here and now) what software tools would I get to extract or change graphics?

i wouldn't recommend spending too much time on NES games...the best way to learn anything is through experience. if you're interested in translations, find a (U) rom and poke around it a bit and see if you can get a feel for how the text works.
to add to megawalk's list, you should probably also get the no$gba, which is probably the best nds emulator around. you can't get anywhere if you can't test it.

oh, @Dice.
i'm not big on graphic editing, since i'm colour blind and thus suck at these kinda things, but Crystaltile is definitely a must,(you'll probably have to search the forum for the english translation of it...) if not, check out zopharsdomain and look up some tile editors.

concerning extracting them, the dslazy is probably best, or nitroexplorer if your computer's slow like mine...
concerning the files themselves, i've noticed the .NCGR (i think that's what they are) are graphic files and i'm fairly certain the palette is usually in the accompanying NCBR file.

No, palettes are NCLR and tile maps are NSCR. Animated images have NANR and NCER.
