Homebrew how do you convert to wbfs?

OK... dumb question. Can somebody tell me how to convert this to WBFS so I can use it with cfg usb loader or at least point me in some direction I overlooked? I am not familiar with the *.tar file extension. Thank you!

winrar would probably work... but maybe u should go buy the game and then back it up to your hard drive instead of pirating it

ahh wonderful... little drunk... meant to post this in giantpune's section about the punemu.
I downloaded "punemu_1.tar.bz2" and used 7-zip on it. I am now left with a .tar file I don't know what to do with.

Just open the .tar with 7-zip again. The .tar.* file types are because certain compression algorithms (such as gzip and bitzip2) only work on single files, so first you put your files into a .tar archive which is just an uncompressed archive file format, then you can compress them.
