How do I make a user-submitted review on temp?

Hi, long time lurker, but want to finally contribute. How do I submit a review? I can't seem to find the option to submit one in the "reviews" section. Thanks.

I beliece there should be a "Post a review" button in the review center:

I'm not the best equipped to send a screenshot though since I'm not sure how different the page is for us orange names.

Ah! That is a good shout. A lot of features are locked until you hit a minimum post threshold. It's no more than ten posts though (might even be five, I forget if they changed it...). Once you hit that, I believe it'll appear in the top right of that page.
