OK, I found an older version of FBI. It says FBI 123.123?!?!? It lets me choose the Destination (NAND or SD). I installed CTRAging and it works.

What Version is that FBI? Is 123.123 a legit version?

Lots of confusion here...

DevMenu installs titles to the CORRECT storage for them (so does FBI 2 since about a year, in the past its logic was wrong)
FBI 1 has a manual selection but this doesn't change that a title is designed for nand OR sd operation

There are at least 2 places where the storage is declared: in the exheader flags (https://www.3dbrew.org/wiki/NCCH/Extended_Header - important for running) and in the titleid (https://github.com/Steveice10/FBI/issues/196 - important for being installed in the right place)
And of course, the software may need special reprogramming if took shortcuts that assumed it being run from SD...

And for those wondering, the newest version of FBI 1 was wchen's "1.4.17 fix 4"; the last official one is of course 1.4.17 available from the same source as FBI 2

The future. It's always the future. You could probably look through your history and try to match the time it was downloaded.
Does freeshop work like you wanted it?
I didn't get devkitPro to work, so I don't know how to change the file path for "encTitlekeys.bin". Instead of it being read from the SD, it needs to read from the NAND. HOW DO I DO IT. I think I need to use devkitPro to compile freeShop to use encTitlekeys.bin from the NAND. Do I need to?

I don't know--like I told you, I don't really use Freeshop and I'm even less-versed in devkitPro. I'm going to guess if you can't do it from within the program, the program might have to be changed. I thought you just wanted it on NAND. The 3DS NAND isn't ideal for installing games, unless you like really, really small Eshop games.

I still use FBI 1.4.2 if you want that one Lol...... I believe it still has the NAND install option. Okay Scratch that since you got one working...

Yes, you need to download the source for FreeShop and edit the code to point to the NAND to look for "encTitleKeys.bin" instead of the FreeShop data folder.

You'd also have to change the code to make sure the program is updating the cache to the correct .bin as well, and then recompile it and install it to NAND.

In my personal opinion, if this isn't something you can do yourself (you honestly shouldn't be trying to force install things to the NAND anyway, that's how people brick) you probably should just abandon attempts and open a pull request on the Github to garner interest from the fork developer @xXPaulMCXx ...... If he or others are interested it could be implemented. Or they will tell you the same thing I did, and tell you it's pointless so if you want it do it yourself or find someone willing to help you.

Only the ones that are supposed to go to NAND.
Anyway, if you try installing SD titles to NAND you may just end up with black icons that error when launched.
Yup, I tried to install a GBA VC and it was just a Black Icon and error.

Basically, I want to try to learn more about coding things. I thought that it would be an easy, yet somewhat challenging to try to get freeShop to work on the 3ds NAND. TY for the help! :)

TY for your Help! I will just give up on this. Like I said, I just wanted to learn more about the coding part of things. :D But I still can't get devkitPro to work!
