My Nintendo 3DS is currently console banned or user banned but It is Version 11.5.0-38E so Is it possible to add homebrew onto it?

Yes, it does. Scroll all the way to the bottom and click GET STARTED.

If you can't use the Friend List this might make the Seedminer method impossible.
In this case: Do yourself a favor and use ntrboot for installing custom firmware.
