You can't, as you don't have H-encore or any other exploit that let's you spoof your FW version.

For your backups, simply use QCMA and check the "offline" feature so there are no prompts. Do the same on your Vita settings so it doesn't download the update.

Just update it, the flow's upcoming hack it is confirmed to work in 3.70. 3.69 is not hackable and has nothing special to keep it there.
