Seriously, how do I do it?
I would like to do that so I can use the Wii Speak Channel from RiiConnect24 on My Wii.

From whatever I know, you cannot generate a friend code off of Dolphin.

If you have a Wii you can dump the NAND with BootMii and import it into dolphin.
If you don't, ask for a NAND dump from an friend.
If you can't do both, reach to someone out here about your NAND problem.
I don't really know the whole thing. Whatever.
