Dumping a title section, or use Decrypt9 (Content Decryptor Options -> CIA Builder Options -> CIA Builder (SysNAND/decr.) or (EmuNAND/decr.)). You'll need the title ID of the DLC.
I cannot seem to find the folder with the DLC I'm looking for (Fire Emblem Awakening).

Alternatively, if GM9 fails (as it does in some situations) for DLC, you can use any nusgrabber clone and pack into a CIA.

Btw, sorry if I'm double posting, but is there a site I can visit to find the title id for dlc?

I would've suggested that title keys site, but that's currently down. You can use FBI's Titles option and scroll through the DLC you have installed and find the title IDs that way.

I'd like to specify. GM9 failed to convert Puyopuyo Tetris DLC -> CIA. Now, I have no idea it's because it's in Japanese and my console is USA region (that matters??) or if it's the multiple folders, or what, but it just won't do it.

No. Only if the encrypted title key was dumped and sent to that site. Scene releases you would just download the CIA. No nusgrabber involved.
 
I'm about to back up DLC from another game as soon as I get to a certain point. How do I find the Title ID for DLC on that site?

That site will most likely not contain any DLC title IDs. Just use FBI's Titles section to find the title ID for the DLCs you have installed. Or use the title keys site now that it's back, except the URL has changed to http://<site name>.gq.
